NEC4 Early Warning Toolkit
Substantive NEC4 EW differences:
- Clause 15 (was clause 16 in NEC3) — entire EW provision moved
- "Early Warning Register" replaces NEC3's "Risk Register" — defined term, only requires (a) description of risk, (b) action to avoid/reduce
- "Early Warning Meeting" replaces NEC3's "Risk Reduction Meeting"
- First EW prepared by Contractor / Project Manager / Service Manager explicitly — formalised
- "Early Warning Interval" introduced in Contract/Subcontract Data — default frequency for EW Meetings, first one within 2 weeks of starting date
- Cl.15.3 strengthened — five outputs from EW Meetings explicitly listed (consider proposals, seek solutions, decide actions, decide who, revise the EWR)
- PM/Contractor obligated to issue revised EWR within one week of meeting
- Cl.61.5/63.7 link — failure to give an EW that an experienced contractor could have given means CE assessed as if EW had been given (this concept exists in both versions, slightly reworded)
